I chose a minimalist design which avoids JavaScript entirely and CSS as much as possible. I wanted a monospace font, and I wanted to limit the page width because it's very hard to read wide text, so that requires a bit of <style> in the header.

Syntax highlighting is by emacs htmlize.

Except for syntax highlighting, my approach is to trust your browser as much as possible, so I don't impose a color theme. I recommend Dark Reader for an easy to use browser extension if things are too bright.
